Disaster Assistance Information from BabyNet System

From BabyNet – South Carolina's Early Intervention System:

 
On Monday, October 6, 2015, President Barack Obama provided verbal approval for a disaster declaration, ordering federal aid to help recovery efforts in South Carolina. The president's action on Monday makes federal funding available to people in Berkeley, Clarendon, Charleston, Dorchester, Georgetown, Horry, Lexington, Orangeburg, Richland, Sumter, and Williamsburg counties.
 
Other counties may be added to the list when local damage assessments are completed.  As local BabyNet activities resume in these counties, we are requesting that Initial and Primary Service Coordinators, and BabyNet Service Providers inform families of the following resources.   Feel free as well to share these resources with staff of your agency/company, or others in your community. Important information for those in affected areas:
  1. The South Carolina Emergency Management Division (http://www.scemd.org) posts county office closures.  As water from North Carolina and the Upstate move downstream through the Midlands to the Pee Dee and Lowcounty, it is possible that offices reopened this week may have to close again.
  2. The South Carolina Department of Transportation posts a map and list of all road and bridge closures, and lists if the cause is flooding, or washout.  Roads listed as flooded may be found to be damaged or washed out as flood water recedes, and road and bridge closures may change as the flooding moves downstream.  The list can be found by going to http://www.scdot.org/getting/stormresources.aspx, and clicking on “View a combined map and list of Road and Bridge Closings in pdf format.”  
  3. County Emergency Management Services for the counties with disaster declaration – listing at the bottom of the page;
  4. Local American Red Cross Services for the same – Listing at the bottom of the page
  5. Federal Disaster Assistance:

    1. The website for early registration and the application can be found at:  http://www.disasterassistance.gov/ .  
    2. There are three types of assistance for which families may be eligible:

      1. Home and Property Disaster Loans

        Managing Agency:  U.S. Small Business Administration (SBA) 
        This program is responsible for providing affordable, timely and accessible financial assistance to homeowners and renters located in a declared disaster area. Financial assistance is available in the form of low-interest, long-term loans for losses that are not fully covered by insurance or other recoveries.  Homeowners may apply for up to $200,000 to repair or replace their primary residence to its pre-disaster condition.  Renters and homeowners alike may borrow up to $40,000 to replace damaged or destroyed personal property such as clothing, furniture, appliances, automobiles, etc. 
      2. Individuals and Households Program (IHP) – Housing Assistance

        Managing Agency: U.S. Department of Homeland Security (DHS)
        This program helps members of households who are affected by a disaster take care of necessary expenses and serious needs related to housing that cannot be met through other forms of disaster assistance or insurance. Forms of housing assistance under IHP include temporary housing, repair, replacement, and semi-permanent/permanent housing construction.
      3. Individuals and Households Program (IHP) – Other Needs Assistance

        Managing Agency: U.S. Department of Homeland Security (DHS) 
        This program provides assistance to individuals and households affected by a disaster to enable them to address necessary expenses and serious needs, which cannot be met through other forms of disaster assistance or insurance. Forms of other needs assistance under IHP include personal property, medical, dental and funeral expenses.
